New York Lawyers for the Public Interest and Advocates for Children of New York are excited to report our new initiative to assist immigrant parents of students receiving special education services. In our experience in New York City, and likely in other parts of the country as well, the school district has routinely failed to provide Limited English Proficient (LEP) parents with translation and interpretation services to help them navigate the special education system.

We have created form request letters and fact sheets that we hope will help parents who are not fluent in English participate in planning their children’s special education program. The documents are available in Albanian, Arabic, Bengali, Chinese, French, Haitian-Creole, Korean, Polish, Punjabi, Russian, Spanish, and Urdu at:www.advocatesforchildren.org/guidesbytopic.php or www.nylpi.org/factsheets.

Parent Request Letters: The parent request letter is bilingual and should be printed double-sided; one side in an above language and the other side in English. Parents can fill in their child’s personal information and send the letter directly to the school or DOE to request language services.

Advocate Request Letters: The advocate request letter is bilingual and can be used to request services on behalf of a parent. Advocates should electronically fill in the child’s personal information and send the letter to the school or DOE. The parent should be sent a translated copy of the letter.

Fact Sheets: The fact sheet informs parents of their rights to translated documents and interpreters at meetings involving special education issues.
